Circular bioeconomy - policy debate

How can EU policy better support circular bioeconomy practices that connect rural producers and urban consumers? Share evidence, obstacles and ideas - from waste valorisation rules to the Bioeconomy Strategy, the Circular Economy Action Plan and the CAP.

Challenges identified at the first RURBANIVE policy workshop (26 May 2026):

• Legal constraints on how waste is classified.

• Limited and sensitive data availability.

• Fragmented governance with unclear coordination structures.

• The economic advantage of linear systems over circular alternatives, which slows implementation.
