Create one-stop-shop approaches for urban-rural policies

Consolidate fragmented local development initiatives under a mission-oriented framework: a one-stop-shop for urban-rural policies, an 8% earmark for local development in the future national and regional plans of the EU budget, and a dedicated window for functional areas within the European Competitiveness Fund.
