Allow buy-local award criteria in EU public procurement in duly justified cases

Building on the European Preference concept and recent EU competitiveness reports, public procurement rules should offer flexibility so that, in duly justified cases, buy-local clauses and local-benefit criteria can be included among award criteria - together with simpler rules that make it easier for small businesses to take part and for public bodies to cooperate.
