Changes at "Allow buy-local award criteria in EU public procurement in duly justified cases"

Building on the European Preference concept in the Competitiveness Compass and on the Draghi and Letta reports, EU procurement rules should offer flexibility so that, in duly justified cases, 'buy local' clauses and local-benefit criteria can be included among award criteria. This should go together with simplification of procurement rules to reduce administrative burdens, encourage SME participation and facilitate public-public cooperation.
