Add demand-side and inclusiveness indicators to EU transport and mobility policy

EU transport funding indicators remain supply-heavy - kilometres built, vehicles deployed. Add demand-side and social metrics - affordability, accessibility for elderly, disabled and vulnerable users, rural coverage, modal shift - so that transport poverty in rural areas, urban peripheries and dense centres is addressed, and shared or demand-responsive transport becomes visible in outcomes.
