EU transport funding indicators remain supply-heavy, focused on kilometres built or vehicles deployed. Add demand-side and social sustainability metrics — affordability, accessibility for elderly, disabled and vulnerable users, rural coverage and modal shift — so that transport poverty in rural areas, urban peripheries and dense centres is addressed, and shared and demand-responsive transport become visible in outcomes.
